New problem post-restore - can't access user settings

Each time I try to open settings/accounts, the window crashes. I have rebooted and nothing changes.

Ran DSIM and that also crashed because it could not access a good source file.

Ran a SFC and that came back with some missing files that could not be repaired.

I have not run a windows update on this machine since it was restored. Should I?
