is it possible that every instance of a object has a different displacement map. something like you can do with colors but now for displacment.

No it´s not, that is something I also have wanted for a long time, but they haven´t arrived to that level of new tech yet, there was sometime ago someone mentioning it could be done in another free software, but that turned out to be not quite right.

could you take an instance ID and use it to switch texture based on integer?

I think there are logic nodes in db&w tools
