TC1 Streaming Timer ceases or fails to start

Previous to this latest update we had an issue with the animated backgrounds not animating all the time. We waited that out and the new update seems to have resolved that issue. Now the timer on the streaming module either starts, runs for a short time, then stops, or it doesn't start at all. We are using the stream encoders for recording some lower resolution copies of pgm out. This is what always concerns us. We now never know if the recording is working or not.

Any suggestions on where to start? It took us a week to get it updated last time due to networking security on our end and the way the TC1 registration works updating is not something we can do on a whim, it must be planned, so I am hoping for anything I can look at outside of updates / reinstall.

This is what it looks like when it tries to count.

What version of software, your streaming destination and settings (bit rate, resolution) so I can test on my end.
