start by using your noodle :p

Probably start with a cylinder and then chop off the ends for each noodle after bending the thing in to shape, leaving a sort of hollow tunnel... bevel or point extend, then rotate points and move them to the right place... do it again and again til your done, make all polys double sided, or extrude out some extra polys to make it more realistic, and chop off the ends...
If you want a REAL DEAL go to http://www.cafeshops.com/mastermesh where you can get over 4000 jpg files on cd for $18.99

You could make rotini by taking a long flat box, cutting it up, and twisting it.

Riki im doing abox modeled from these guys -
    noodle box

Something like this but just noodles.

Should I use bump maps? Displacments?
    Plugins?

Seeing its going to be a cartoony characterm detail on the noodles isnt important, it isnt going to be an advertising piece, moreso an animation of some sort.

I guess the easiest way is to do a Rail Extrude with a flat disk object. I'd use a disk with 6 or 8 sides. It's a shame that LW doesn't have renderable splines. I think Max has this feature.
