How to rotate pivot in Layout

Hello all, A little help if you can.

I'm trying to rotate the pivot so the flap object rotates correctly. I rotate using the rotate pivot point tool, but when I go to rotate object again, the pivot stays looking forward. Am I doing something wrong?

Edit: To explain a little more, I need the rotation axis to be paralel with the flap front edge. I rotate the pivot to that position, but when I change to rotate object, the pivot keeps looking forward like in the picture.

I some times have this but cant think what it was off had, however I find the easiest way to do this is to rotate the flap so the front edge is at 90deg on the pivot in modeller and use the set pivot to put the pivot in a better location (eg select the poly at the front of the flap and use the centre pivot command) beforehand, then just rotate it back in layout, and that way it avoids any problems caused by IK or Coord systems.

Thank you very much for your answers. I can have a good result using bones or nulls, but want to know if there was the possibility of direct transformation modifiying only the pivot.

    Thanks
