Making dark scenes with Cel Shader? Adjust lights doesn't work?

I have a scene I rendered using Cel Shader. To make it darker, I figured I would just cut the brightness of the lights in the scene.. really doesn't have much of an effect on making everything darker as it normally would. Luminosity for the surfaces is already at 0%.

With Cel Shader, to make a scene darker, do I need to go in and simply select dark colors for each surface rather than adjusting lighting?

You probably need to adjust the color, not the lights. In cel shading most of the time you're specifying what colors you want versus having them be affected by lights. The idea is similar to old ink and paint on cel. You paint the actual colors you want.

Or you could try darkening everything down in a comp package.
