Into Modeler?
Into Modeler you can't even import LW bones.. (at least not natively)
Modeler has skelegons, not bones.
They don't contain envelopes and a lot of other interesting features of bones..

What are you importing from?
Generally, you'd open the FBX in Layout. I bring a lot of assets in from Daz via their FBX export. When opened in Layout, although they're all aligned to the Z-axis, but because of the wt. mapping they work just fine in FK. The first two bones in the hierarchy need to be removed BTW.
So you have the mesh, which can get sent or opened in Modeler, but the bones at this point would be edited in Layout. I used to be terrified of that, but overcame it once finding a decent tut or two, and it's not all that difficult after all.
