    One thing i've done in the past is use this caustics generator program
    http://www.softpedia.com/get/Multime...enerator.shtml

    Create a large seamless caustics map and project it onto your geometry, fast and simple way to produce convincing water lighting. The rest would all be volumetric fog/lighting and distortion etc.

    I finally got a chance to download this and try it. Very nice addition to the volumetrics, etc. Here's a sample movie of that Basic Setup scene I uploaded previously with the generated caustics as the projection image and a component of the volumetric lighting. Note that I used Image Editing to reduce the Saturation and Brightness of the generated image sequence (B&W), while bumping the Contrast up to maximize the caustic effect.
