If the viewport has no visible objects I feel the display scale might be wrong. Lower that number.

As you can see in the screen capture here, I've added a PNG with alpha channel and it looks great in Modeler, in OpenGL in Layout, but not in VPR or with an F9 rendering. Then, my creamy yellow...

The renderings are about the same but the way you composite it over a background might be different. It's either multiply or unmultipied or something like that.
