You should be able to either clone existing bone into the chain then move them to your new location then rest them or create new bones, make them into joints.
Sorry if it's not a comprehensive answer
You can deactivate any bones that you don't want to use and hide them - but this will change deformation at the mesh.
Alternatively you can just hide and lock them if you don't want to see them -...

what you could try is splitting the deformation into two morphs, note that morphs are linear translation.
if you created a morph 'out' of the mesh - in XY plane only, then another for the Z plane...

Hi you should be able to turn off Actor Bones for a given motion (see attached). ie disable the arms in walk and disable the legs in wave motion
