We send the command thru the NDI stream to Viz Engine which then relays it to Viz Trio which then renders the page in engine.

Installing NDI tools on TriCaster does not effect the version of NDI that TriCaster software is using.

I would redownload NDI tools and reinstall. I cannot reproduce this on my machine with Premiere.
