Will rigs we create with the current toolset be able to take advantage of the new IK/FK tools in 8? Or will we need to rerig?

I would imagine the bones are just bones, with some new ik/motion options.It has already been stated that the old IK system will be kept for compatability, so all your rigs should be useable.

So would I. But given the apparent lack of Lightwave development for legacy features (like the Renderer!), I thought it would be best to seek some official confirmation.
