I want to know that how did they do that scene when Max walks down those stairs under the pool
of reflection (between Lincoln memorial and Washington monument)?

If I had to guess (which I guess I do). I'd just say greenscreen, and reflection is either a real reflection, or just the same footage flipped upside down, and distorted (and you can get away with that at such a low camera angle.) I've never been there, but I'd guess they wouldn't exactly be allowed to walk out into the middle of that fountain area, so as for what replaces the keyed out background... could be computer generated, though that seems like overkill to me. I'd have to see it again. They could have stood at one end of the fountain, and just zoomed in. I can't remember if there was a long focal length on that shot or not.

Actually, now that I think about it, I'm more tempted to say the background was CG, because the way that panel opened up and met the surface of the water like that... it was too perfect, and they did use CGI before for the opening sequence with all the doors...

I have no real answers though, that's all just speculation.
