What are the settings to check on or check off for fast rendering with GI lighting?

I'm kinda new to this style and under a tight deadline.

Here is the look I'm going for. (http://www.computerarts.co.uk/tutorials/3d__and__animation/3d_worlds_question_of_the_month13) I understand there is a cached version but need it to light animated characters.

I'm sure the experts will chime in soon, but until then, the simple answer :

You'll need to turn on Interpolation, then cache, then anim cache. Then read the cache paragraph in the 'bible' :
http://www.except.nl/lightwave/RadiosityGuide95/index.htm

"Why Caching?
Caching is used for radiosity processes for two main reasons:

1. To speed up rendering by saving already calculated data and reusing it when the data can be applied
2. To make sure animations don't flicker."

Note that Anim cache renders take longer than non-cached, because the process of eliminating flicker needs to calculate surrounding frames.

Another big time saver is the 'Multiplier' option, set it as low as 25% (it calculates a lower res solution) and compare, it usually looks great at 50%.

Thank you. That link is stunning.
