If I have an array of dots (single polygon discs) and I want to size them all based on their individual centers, what tool do I use? I feel like I've played with them all but none of them do it.

On the bottom there is a menu "Modes". You should use Action Center: Selection. (Shift F8 - shortcut). That should give you the desired result.

I mean I want to scale them all at once, I've got a bunch of dots and when I just choose Selection as the action center if scales them all based on the center of my selection (the entire array), not each dot.

ahh... sorry I guess I read your question too quickly. Off the top of my head, I'm not sure, but I'm sure some genius around here will have the answer. :)

Since what you have are polygons, do this:

Select all
Select bevel (b) and change size, restricting direction (hold Ctrl key)
Select inverse (Shift+")

not sure exactly if understand you correctly on this, but try
Modify/translate/more/point normal move..
and left click and drag in and out as you want it..
just set a shortcut for it if it works as you want it to.

no need to select anything.
