When rendering out to targa files.. I am wondering how I can give my animations a 24p look in terms of frame rate. I am not worried about motion blur since I know how that is done. Any advice is helpful.

I can also make use of Digital Fusion and/or after effects if that helps.

LW renders frames normally, so you don't have to do anything special in LW to get the look of 24P.
To test the look and timing of a 24 fps animation, play back your animation preview at 24 fps.

When you render, render a series of targas as usual, without fields.

In a program such as After Effects, import the sequence and interpret at 24 fps. If you're going to video, you should then drop the TGA sequence into a 23.976 fps comp, and render at 29.97 fps, adding 3:2 pulldown. It doesn't matter which pulldown setting you use.
