For motion graphics I use Flash, Adobe After Effects, or Toon Boom. These options are all fairly pricey, much cheaper at student rates. From a quick glance at TV Paint though it seems like it would also fit the bill. Using Flash or After Effects though would allow you to leverage the power of Photoshop, which you already own. The integration of Adobe's CS3 products is much better than in prior iterations.

just to add that TVPaint is pixel based animation whereas flash, toon boom are vector based. TV paint has natuaral media brushes to emulate oil, watercolours as well as pencils and alike...so thre's a definate difference in 'look' that you can achieve in TV paint compared to toon boom for example also TVPaint doesn't output to flash format from the app but does gif seq of images and avi pls mov formats.

Anime Studio is good too, and I've been writing an importer for it's format to import into LW.
