I dont know if there is already a tool that does the job that I describe here. With magnet and dragnet tools it is possible to get wanted results sometimes, but it is hard/tricky and it takes a lot time.

Okay, could use a tool that would be controlable with a knife tool alike line. The line would have a force (with fallout) that would push or pull geometry. Would be even better if the line would be a curve that could be shaped creatively.

The yellow dot in the middle of the line lets you move the whole vector.

My english is bad and I'm not a spokesman. Hopefully you understand what I mean.

You can do the linear version by using the move tool with a linear falloff, curved falloffs are not really possible, not easy anyway, unless you use weightmapping and use the texture to weight tool to project a painted bitmap that represents the falloff and then use the move tool with a weight falloff.
