I don't really get it, is XCode a scripting tool like applescript or is it a genuine C, C++ programming tool?

It is a genuine C, D++ developing tool, and a very coll one as well.

XCode is a feature of OSX Panther as it says on apples hompage. Does that mean that XCode is included in Panther or what?

I think it is available for free to developers, I'm not sure if it is included with the distribution, or if it is just for download.
AFAIK XCode is free though...

is a replacement/upgrade for ProjectBuilder, Apples Cocoa powered development environment.

Used in conjunction with AppleScript, you can use it to build AppleScript Studio applications that complie and run just like regular Cocoa apps. But it's not really a scripting tool in of itself. It's a development environment.

Currently you can't program plugins for LW or AE in Project Builder... anyone who has seen XCode know if it has the ability to do such?
