Hello.
Does any one know about method or a tool in 9.2 to create a mesh similar to the one in the bottom of the object out of the multy-edge poly on top ?
Any advice is appreciated.
Thanks

2 ways off the top of my head if I read you right.

1 remove disk, mirror and merge points.
2 leave disk attached, mirror, bridge disk.

I'm confused. Do you want it to look something like this?

Take a look at my tutorial on subpatching. I go into the basics of making clean inorganic models.

Sorry, I was away for the weekend.
There's lots of ways to do that. I just used the knife tool on the top poly where I wanted the devisions over and over then welded (or merged depending on how close you got to the edge points) so everything was nice and connected.
Maybe not super exact but that can be fixed by using the info and value commands to refine the positions off your new vertices.
