P4s or Xeons (if you can afford them), with a lot of RAM (min 512, but 1GB will be better).
Try to avoid VIA- based boards.
Anything by Nvidia works very well regarding graphics- cards.
The fast geforce4 based quadros are good. Not to sure whether the FX_ quadro line is that great as they are actually using a lower core- frequency than the consumer- FX- cards.

throw away the ATI, put in an NVidia- card add some 128 mB ram and you are ready to go.
You could live with this system maybe if you only want to create smalle scenes first, but once you are going to use scenes with loads of Subpatch- objects you memory will be insufficient.
The graphics- card will be the most limitng thin though. Redraw in the viewports will possibly be slow.
