anyone have any ideas on how to model this? quickly . . .

Looks simple enough. You won't have much actual modeling to do, it'll be mostling cloning and placement.
Set up a spline for rail cloning the smaller ones at the top, and the biger ones can be pasted in by hand (use the proper multi-paste tool, not the one that is on the toolbar at the bottom of lightwave)
As for the modeling of the feathers, just draw out the shape with points, make polys from it and subpatch it

Or use the Pen tool, and subpatch it.

For the lighting, place a null at the center of it and use a gradient distance-to-null texture on the luminosity channel. If you want it to produce actual light in the scene, either turn on radiosity or place a point light at the center that ignores the lamp model.
