Select the two polygons instead, and use the Bridge tool. I think it's under the "construct" tab.

You can also select one pair of vertices at a time, and use the Weld or Weld average tool (it's under "Detail").

Also, for joining point use the weld function ctrl+w. Points will be welded to the last one selected. Not as fast as the Cap'n's way but handy to know.

There are many different ways to do this that I know of.

You can delete the polygons between the arm and the shoulder. Than move the arm next to the shoulder, than select the two points that are overlaping of each other. Than weld them. Control “w”. You need to do this for the other three matching points

The other method is to select the polygons of the arm and the shoulder. Use the Bridge tool that is located on the construct tap

If you look at the X axis, it is not dead center of your object. Press F2 to center the object, then use the knife tool to place an edge down the center of the body. Select the half of your object that does not have the arm attached, press the v key and set the x axis to 0. While that half is still highlighted, press the delete key. Now mirror your remaining half and you should now have a symmetrical character with both arms attached.
