If you want to be hardcore and build a 3D engine, www.gameinstitute.com is a great place to start (programming wise).
Game art takes usualy three routes; 3DS Max, Maya and Lightwave (in order of popularity).
2D art is usualy done with Adobe Photoshop but Paintshop Pro 9 is much better fiscally.

Now this is all just Indie work, if you want to get your game on shelves you better be **** good at what you do because it is close to impossible (in the grand scheme of things).

Some more great sites:

www.gamasutra.com

Good luck man!

Books (http://vbulletin.newtek.com/showthread.php?t=40207) - I put up a thread on a few books I have read, needs a little update on 'Mastering Unreal Technologies', which I would recommend as the first place to start.
