I am creating a scene with a submarine involved, I would like it to be very deep in the ocean, with few traces of lights. How could I create a few merky beams of lights and create the feeling of being many leagues under the ocean. Any help would be great, thanks.

You can add a couple of Spot lights to your scene and enable the Volumetric Lighting option. Adjust the Height setting to determine how far the beam reaches into the murkey depths. You can also add a texture to the lights so it makes the water look a bit more dense (make sure you enable World Coordinates so it will look like your light is passing through the texture instead of the texture traveling along with the light). Just parent the lights to your submarine object.
