does anyone know how to mirror across an axis instead of using the mirror tool?

Use the symmetry mode :)

say... you have a shape that you want to be on the other side of the Y axis. what do you do then?

Uh...I'd use the mirror tool. Any particular reason for NOT using the mirror tool?

If you don't want the copy of the object across the axis reversed, I think you could use the Array tool rather than Mirror. I don't know of a way to have Array use an axis as its basis for spacing, though. If this is what you want, and the spacing is critical, then I'd center the object, use Array to create the duplicate at twice the desired distance from the axis, then Move the resulting pair half the array spacing to center it on the axis.
