i need to make a 2D cartoon mouth very similar to south park, i dont really now how to start

My first thought is to create all the phonemes as texture layers, and tie their opacity to a slider. There may be better ways though.

I just thought of something that might make that easier. Set the default incoming curve to stepped when you do the lipsynching, that way you don't need to worry about spline interpolation causing mouths to fade in and out.

Since the characters are flat why not just make mouth shapes using endomorphs on a flat mouth object ?
