I have an angler fish "the fish that has a light bulb on its head" and i want it eyes to glow without affect the rest of the environment or the model can some suggest a way i can make it eye glow in that way.

i have tried point lights without any success

this could be done in post, but for it straight out of lw, you're wanting a glow effect.

in the advanced tab of the surfaced properties, turn glow intensity up to 100%.
then in image processing, check enable glow and turn the intensity up.

out of curiosity, are you intending this to be cel shaded?

umm i think i may im a newbie at lightwave still working out ligthing and so on
so i tried using point lights and placing them in the eys i was allrite but it light up the area

in the light properties, turn off 'Affect Diffuse'.

the light will still be on, but wont affect surfaces.
you can turn off 'Affect Specular' too.
or you can have a light with a really small range/nominal distance.
or a point light, affect surface and specular off, but with a lens flare [no articles] on, with glow on etc.

and also, use glow in surfaces as has already been mentioned.

The Corona plugin will allow you to add glow on a surface by surface basis and more
