I am brand new to Light Wave and 3d modeling/animation. I was wondering what programs are used to make surfaces/textures, whatever you call 'em. I have made some basic models, and have used pre-made surfaces, such as butterfly wings. Now i want to make a model completely from scratch. What would be the best program for this, and what would be the cheapest yet do-able.

Welcome aboard. Lightwave can do some texturing, it has the ability to use what is known as procedural textures, which are nothing more that computer generated textures, they work great for creating a bumpy texture or ripples, etc. If you go through thr presets you can get a pretty good idea of what they can do. Plus with gradients objects can be shaded or simulate a type of reflection called fresnel which helps make objects look more like glass.
Also since Lightwave can import images you can use a texture map created with most image editors like photoshop, windows paint, etc. It would be preferable it the image can be saved in aformat like tga, psd or tif, as these are the most comonly used formats.
What I would recommend for now is for you to read up on the manual that came with Lightwave if you don't have the printed version, there should be a pdf version on your disc, and it is also available on Newtek's web site, just go to your accounts page, where you had to authorize Lightwave.

Also Some books to get, Inside Lightwave ver 7 and ver 8 Both books are excellent.
Lightwave 3D 8 Texturing by Leigh van der Byl - Will tell you what you need to know about texturing.
Essential Lightwave 3D 7.5 - Lot of good advise he explains things for beginners ( ver 8 may be out now)
Lightwave 3d applied - Seams to be very detailed in how to create objects. Maybe a little to advanced for a beginner, but a lot of good stuff.
Lightwave 3D [8] Cartoon Character Creation vol 1 & 2 - When your ready to learn organic modeling these two book are an excellent resource.

Most people use Adobe Photoshop for creating textures but I'm a big fan of Bauhaus Software's Mirage (http://www.bauhaussoftware.com) although if you look around you can find a few very capable paint packages that are completely free -

A great free program to get you started creating image maps for LightWave is Project Dogwaffle - it has a range of cool natural media tools and various nifty image processing effects - did I mention that it's free?? :D

Personally I think Weight Maps, Vertex Maps, and Proceduals are fantastic for texturing but then you get a bit of a stylized image not quite photoreal. All depends on the style your looking for.
