I'm a little new to putting animation actually on the web and getting a good quality - what's the best method of encoding video for the web? I've seen some real nice animations in very small files but it seems everytime I try to encode mine it looks really crappy. Using Premiere.

You're using the wrong program - that's it and it's not your fault. It simply is related to the way Premiere works internally. Try to find other tools for converting video files such as Cleaner, Virtual Dub, ProCoder, the free Windows Media Encoder etc. There's a million of them out there, many free, some commercial. Use Premiere only to assemble yyour stuff and then export an uncompressed file to use in other programs.
