I am about to start a short animation that involves a character writing something on a piece of paper. I have the text all sorted out, but I have absolutely no idea of how to go about making it look like the character is actually writing. I know this is possible using XSI, as I recall a tutorial in 3D World on this exact subject, but how would I do this in Lightwave?

Any tips or tutorials wil be appreciated.

Go here, http://premdesign.com/ppp.html, and buy Surface Effectors.
It will give you many more options than just this. And at this price point, it's a steal!

There are free and more expensive solutions but I think this is the most cost effective.
And the most interactive.

Of course, you could always do the image mapping thing...

Use particles. You can have particles emitt based on textures and you can have particles emitt upon pencil object colliding with the paper object. Put them together and you have your animation.
