is it possible to arbitrarily reassign the rotation axes of a lw bone without moving it?

i know you can change the orientation of any one axis by rotating its pivot point, but even this seems to work only when the coordinate system is set to "parent". it makes sense that you can't do this in "world" mode (the world never moves), but i don't understand why it won't work in "local" mode (ie, using the bone's own reference system).

it seems you can in fact flip the the heading & pitch axes in "parent" mode, but attempting to flip the banking axis only produces gimbal lock.
