Hey guys, I assume this is possible and easy I just cant seem to figure it out. How do I rotate bones without moving the mesh?

for example, look at the attached picture. My hand bones are way too high and I want to rotate the hand bone so that they fall into place. But when I rotate it, the hand rotates and keeps the distance between the bones and the hands.
