Just wanted to get some peoples opinion on LW8's animation tools vs M:A

I'm about to dive in head first into animation for the first time and dont mind spending the extra $ if I'd be better served learning M:A

Did LW8 really improve over 7.5 in the animation dept?

In short

Yes LW8 has improved animation capabilities

Messiah does have better character animation workflow and tools BUT there are many advantages of doing it all in lightwave, since you have everthing integrated in a mature 3d platform. Messiah studio is looking good as an all around package (sans modeler..) but too early to tell really.

Messiah is fine. LW8 is also good for character animation and the upside is that you already own it. Lots of character work has been done in LW and continues to be done in LW. I find that introducing externtal apps into my workflow usually causes as many problems as it fixes. :)
