Just out of curiosity, there are a lot of posts involving problems that can be fixed by deleting the config file. In this case it usually is LW3.cfg.

My question is, [i] Which config files are actually safe to delete?".

Because when I look in the Personal Settings directory where th config file is there a lot of various cfg files for LW. Is it only the LW3.cfg file that gets rewritten upon a LW launch or are there others that can be deleted without consequence and/or fix certain problems?

Define "safe". ;)

I delete all of mine any time I have a suspect issue. Worst case you have to scan for plugins.
