I want to apply a noisy channel to a light intensity, but only over a small part of an animation - anyone have any tips to confine the noisyness?

duplicate the light in position, so there are two lights in the same location. Use a mask on one light to limit the area to the "noisy channel" region, and invert the mask for the other one, so it works on the rest of the area.

Or you could roll your own with expressions.

Create two new numeric master channels called Noise and NoiseDamp. Apply noisy channel to the new Noise channel. Envelope the NoiseDamp channel with a min of 0 for no noise and a max of 1 for full noise. Access your light intensity channel in graph editor and apply the expression:

[MC.Noise]*[MC.NoiseDamp]

Wherever your NoiseDamp channel is set to a value higher than 0 it will start to add noise to the light intensity. At 1 the noise will be full on.
