anyone know a good tutorial for clip maps and using images to control transparency on a poly?

Clip maps use only two colors, black and white, to create holes in the geometry. Also do not use texture AA when using image maps. Gray scale images can be used but they will be clipped to whatever value theyre closest to, full white or black.
Gray scale images can be used to create varying degrees of transparency. Full white is 100% transparent and full black is 100% opaque. Anything in between creates verying degrees of transparency.

Where in the surface panel do you apply clip maps?

clip maps are applied to objects not surfaces. Look in the object properties panel under the render tab.
