The "Lite" version is included with Lightwave. The full version (that gives you full animation control) has to be purchased. Incidentally, it can be used for things other than hair such as grass.

Sasquatch can be utilized to create fibers, like fur, hair or grass. It can even be used to create feathers if you are really patient.

Sasquatch is a 3rd party plugin sold by Worley Labs (http://www.worley.com) - LightWave comes with Sas-Lite which is a cut down (though still usable) version of its big brother. You'll find it in Layout under the "Add Displacement" drop-down in "Object Properties" and under "Add Pixel Filter" in "Image Processing" - if it's not showing up you may have to manually add the plugin.
