The manual doesn't seem to give me the answer:

how do you open syncmesh tools in Modeler?

James, think of Syncmesh as enhancements to working environment for certain tools that have been enhanced with Syncmesh. At the bottom of the link you have, it lists the current tools that have Syncmesh enhancements.

There listed at the bottom of that link you posted. They're scattered throughout the interface. Some of them are really nice implementations and others aren't. (Being kind. :)) The real winner in the bunch is Thicken -one of the best algorithms I've seen to date. The loser is Line Pen - could of, would of, should of - its total crap when you model with a Wacom and not as bad with a mouse. The others fall somewhere in between and the ones that have either found a short cut or mouse pop-up for me are: Transform, Chamfer, Pick Surface and of course Thicken.

ahhhhh, I just looked at that and assumed they were the tools after the 'toolbox' had been opened and not the path to each individual tool. I was looking all over the place for something called syncmesh (i.e. most specifically the "edit" window which they were writing about.

I've updated that page with links to the tools, but it sounds like more edits are needed :)

The most confusing aspect from my POV is that it sits in a section detailing the "edit" tab and they don't seem to have much to do with that tab in particular.

Good point! When they were first introduced, there was a Syncmesh preferences tool that sat in the Edit menu, with the other preferences windows. That preferences window has been no more since 2015, so this page could be moved to the Reference > Modeler section of the wiki, I suppose...
