I have a mesh that I need to create a a sort of exploded hologram render of. So glowing blue or green scanline effect or glowing vertex against a black background. Does anyone have any tips on this?

Pretty much the same ..If you use standard layers that is, set up surface thickness gradient in the luminosity channel, set transparence to something around 59.
use object/edges properties and set siloutte edges and unshared edges, change edge color to white or slight bluish.

Turn off GI and turn off backdrop.

That looks great - I do remember the "X-Ray" surfacing technique via luminosity gradient from years ago, but adding the object based outlines lifts it to a whole other level
