You might create a high-density mesh the same size and density as the point cloud, then use either Heat Shrink or BG Conform to conform the mesh to the points in the cloud. I prefer the old BG Conform to Heat Shrink, but it's not included in LW2018 by default. You have to load the Spherize.p plugin(s) to add it to Modeler:

C:\Program Files\Newtek\LW2015.3\support\plugins\legacy\spher ize.p

141877 Point cloud translated with Procedural Turbulence
141876 High-density mesh centered on point cloud
141875 Apply BGConform
141874 Convert to subpatches

mTp

P.S. I don't know why the forum tool puts a space in the spherize.p filename above - it's all one word!

In that case, I would use Triangulate Points, from Art's Sphere. This plugin is really awesome, just make sure to have the points in the expected plane.
