Yes, stepping around the circumference with two approximately trapezoidal-type quads, followed by a single four-point-triangle type quad, continuing to complete the circle:

P.S. I should probably note that I wouldn't have the outer, larger circle have 2X points. If the "washer type" object is going to be converted to subpatches, just draw the outer circle, apply Extender Plus (shortcut "e"), shrink the inner circle down, and delete the innermost poly:

This method extrudes well when subpatched, whereas the other has pinches due to the 4-point "triangle-type" polys. After a Connect around the circumference and a Band Saw Pro on the surfaces of the latter model:
