Is there always pattern for two concentric circles with an even number of points, such that the larger circle has 2X the number of point, that the two circles can be connected solely by quads?

Yes, stepping around the circumference with two approximately trapezoidal-type quads, followed by a single four-point-triangle type quad, continuing to complete the circle:



P.S. I should probably note that I wouldn't have the outer, larger circle have 2X points. If the "washer type" object is going to be converted to subpatches, just draw the outer circle, apply Extender Plus (shortcut "e"), shrink the inner circle down, and delete the innermost poly:
