Why is it that if you uncheck Final Render in the Buffers panel it renders a final render? It doesn't render the other ones if their unchecked. Maybe I just want an Object ID pass (that should render in seconds) but it renders the final render and takes a lot longer. What if you forget a buffer? You basically have to render all over? It would be different if LW was blazingly fast at rendering, but it's not. Is this a bug?

Yeah. Submit a feature request. Maybe a highly optimized Matte rendering mode for surface and object and instance IDs.

That's a UI bug, the app isn't behaving how the UI indicates it should behave: For all other buffers disabling equals "do not produce", no indication final render is different, so final render should behave the same (disabling equals "do not produce"). If it isn't going to work that way, then the ability to disable the final render buffer shouldn't exist (either disable the checkbox so its always checked and the user cannot change, or just remove the checkbox entirely).
