In LW2015 and below we were able to have lights disregard a surface by using the BRDF shader. Is there a way to accomplish the same thing in 2018? Object properties is great for the whole object, but I want surface level control.

Not sure, if you go to material tab(next to shading model) and select ray switch or some of those in the material drop down list, but it doesn´t give you any option to selectively choose which light to exclude.

You gave me idea how to make general exclusion of light for any node tree..
