Has anyone any advice on how best to go about modelling this?

Just do not know where to start!

Bevel on a shape of that nature isn't working? Changing surfaces as you bevel each level seems like a really good way to go about this.

Hmm, what comes to mind is that Instancing might be worth a try: a slightly egg-shaped sphere and one of the mini-trunks as object instanced to the points of the "egg"?!?

Create one line pattern from top to bottom, place leaf by place mesh tool, copy pattern in circle.
You can use also meta mesh:

I think I'd first try and manipulate (twist, swirl, etc modifiers) the egg shape's own edges so they roughly matched up with the quad shapes of the leaf protrusions. Then I'd try using local beveling first to cut depth into the egg, and then each quad shape back out again.

Alternately, you could possibly get a detailed agave plant model and chop the leaves down to that shape (as how it really occurs).

A third possibility would be to use naturally-packed radial array of separate leaves, then use Metamesh or boolean to chop it to the egg shape.

I have come up with a way of doing this, when I've got what I want I'l post what I get.

The "Wrap Sphere" plugin seems to offer the best solution so far...
