Potentially a silly question as we can find the min specs for using NDi in productions etc wondering if they are the same for just receiving a single NDI feed with for example the NDI Monitor (windows machine)

The minimum specs for NDI on a system would be a CPU that supports SSSE3 instructions. Any CPU does that doesn't support these instructions will not be able to run NDI applications.

After that then you just need a CPU fast enough to handle the application and number of NDI channels you need to work with. Also a CPU that supports AVX instruction is recommended, as some NDI applications take advantage (sometimes require) these instructions for additional performance.

You can check the instruction set support of a CPU on a system by using the CPU-Z application.
