Does this exist natively in Lightwave?

I have two selections on the same layer, on want each selection to either be stretched or scaled relative to each of the individual selections and not and average of the two combined selections.

You could try this but I don't know if it works on multiple layers.

Hmmm. I think Poly Islands plug needs two selections that are part of the same mesh. Two separate object (in same layer) yields a "wtf" message.

Depending on the shapes of what you want to scale, perhaps Point Normal Move or Move Plus (rmb) will do the trick.

Also try Smooth Scale. (although that's numerical input only.... )

or.... here's a trick....

Use Thicken! :thumbsup:
Make sure New Surface is checked and use statistics to delete the insides. :hey:
