Is it possible to craft a script that applies channel modifiers to multiple channels of an Item?

Kind of a 'meta-plugin'.

Maybe... I think Ryan mentioned in a other thread about being able to mass edit stuff like that. Maybe he'll find this thread.

I might not be following 100% what you're trying to do. Laying down psuedo code or user steps helps.

The envisioned plugin adds channel modifiers to all 9 channels of an Object, or 6 of a light/camera.

OK, so this is adding modifiers in the graph editor.

Sounds possible...I think it has to do with adding servers.

Years ago I remember someone lambasting the Mac documentation as being "two thousand pages of dense, turgid prose not one of which was useful unless all the others were known already." That's how I feel about the SDK and the python dox.
