Modeler FBX does not load the bones. But it is possible to edit them with a little preparation.

1) load your FBX in Layout. Save the scene as normal.
2) Now save the scene as a 6.0 version also.
3) get https://www.lightwave3d.com/assets/plugins/entry/load-bones/ for modeler
4) then run the plugin and load the 6.0 scene with or without the model.
5) edit away

Sounds like a lot of work but really it's like one other save and a load. Reason you use a 6.0 scene is since the plugin was written a long time ago it does not know about the new stuff in 8.0+ .lws file. But it works like a charm. Even get options based on what frame and even in Rest Position if you like.

For the right look you can snap the end points to the bases to make the hierarchy look right. Helps also if one likes to use vertexpaint like I do.
