For example, if i wanted the surface of my car to be high gloss, and reflective etc, but i wanted a decal....how would i blend the decal with the rest of the car without it looking like a Plain flat patch on the side of the car

You could layer the textures. Have the decal with an alpha channel with a refrence Null so you can position it on the body.
